Convergências entre as políticas territoriais no Brasil e o desenvolvimento como liberdade
Main Article Content
Abstract
The ideas surrounding development are based on various perspectives and structures in the political and scientific field. A common factor encountered by developmental theorists is that the transformation process of a society happens in a multidimensional way and is impacted by a series of variables. Amartya Sen is one of the leading economists to substantiate a political idea of multidimensional development, based on the idea that development should be understood as a process of expanding human capacities, thus creating the term Development as freedom. Within the group of multidimensional perspectives, territorial development has also become a guideline for a process that exceeds one-dimensional logic, and achieve objective and subjective factors that focus on development. Thus, the present work seeks to make a normative analysis of territorial development policies in 21ST century Brazil, and relate how the framework of these policies align with the proposal of development as freedom Proposed by Sen. It is observed that capacities related to political freedom, civil freedom, preservation of socio-cultural and environmental identities, among other, were contemplated by the territorial political proposal, conflating different theoretical attributes of development.
