The creation of a participatory guarantee system in pandemic times (COVID-19), in the state of Alagoas
Main Article Content
Abstract
The process of creation of a Participatory Guarantee System (PGS) in the state of Alagoas has mobilized a huge diversity of subjects in the territories: peasant farmers, settled families of agrarian reform and land credit, Indigenous people, camped people and small landowners. The actual participation of members of the participatory system is one of the PGS guidelines, which had to be improved through digital technologies to face the present Covid-19 crisis. This study aims to shed light on the strategies employed to accomplish an important stage of the process of creation of a PGS, related to the choice of who will represent the net of farmers and contributors inside the Participatory Conformity Assessment Body (in portuguese, Organismo Participativo de Avaliação da Conformidade, OPAC) at the federal level. To overcome the problem of Internet access in rural communities, as well the restrictive access to cellphones and computers, we have employed three digital tools, each one for each stage of the process. The methodology was considered effective and ensured the participatory nature of the process of “baptism” of the PGS, which came to be called the PGS Bem Viver.
