Analysis of sustainability in agrarian reform settlements in the Ilhéus-Itabuna intermediate region, state of Bahia, Brazil

Abstract
This article aims to analyze the sustainability of federal rural land reform settlements in the Geographic Region of Intermediate Influence of Ilhéus-Itabuna, Bahia, Brazil, highlighting the nuances that affect the reality of these rural environments. Data were analyzed from the Survey on Quality of Life, Production and Income in Agrarian Reform Settlements (PQRA), carried out by the National Institute of Colonization and Agrarian Reform - INCRA between 2009-2010, in 65 rural agrarian reform settlements in the state of Bahia, dealing specifically with a section of 8 settlements in the Intermediate Region of Ilhéus-Itabuna. As an analysis model, the Sustainability Barometer, composed of indicators, was applied to understand sustainability in terms of human well-being and the well-being of the ecosystem. According to the analysis criteria used, it was found that the beneficiaries of the settlements analyzed have inadequate conditions to become consolidated settlements and thus can be granted the title of land domain, as they are potentially unsustainable as a result of the sustainability barometer. Unsustainability was evident in almost all themes and dimensions analyzed, but in the organizational dimension this condition is even worse, requiring, therefore, actions that can generate a better structuring of relations between settlers and external agents.
