Agrarian reform under the Lula administration (2003-2010): progress and challenges in the State of São Paulo
Main Article Content
Abstract
This article analyzes the effects of agrarian reform policies in the State of São Paulo over the period 2003-2010, based on a research carried out by the NUPEDOR (Center for Rural Studies and Documentation) under the collaborative agreement between UNIARA and INCRA-SP. Using both quantitative and qualitative methods the survey was conducted in 43 settlements that receive direct support from the Federal Government. The results found that in most cases the settlers create, through their own efforts, a productive mosaic that involves the production of food products of vegetable and animal origin. Such an activity, which is usually undertaken with their own resources, also receives support from government funding agencies, however, it is limited and is allocated at an early stage of production while the logic model approach is adopted by the financial program as a tool for planning subsequent phases that promotes the practice of intensive monoculture or focuses on the commercial crops only, which opposes to the logic of this settled family farming. The study found an improvement in the effectiveness of economic development policies implemented by the Federal Government such as housing programs, roads, energy, and support for the commercialization of fruits, vegetables, and other horticultural products through the Food Acquisition Program (PAA) and the School Meal Program (PNAE). Conversely, it was found that public policies suffer from discontinuity because of a number of factors that may influence them; this reveals lack of adequate models of development to meet the needs of settlers including production plans for farm diversification aimed at ensuring food security and income generation. Nevertheless, there is a prevailing idea that agriculture should follow the model for agribusiness. Furthermore, the study demonstrated that there is special need to address issues related of citizenship since there is evidence of ineffective management of the State and local government.
