The National School Meals Program (PNAE) in the town of Jarinu-SP: contradictions identified during the implementation of the law 11.947/2009
Main Article Content
Abstract
Family farming in Brazil represents a strategic sector within the agri-food sector in the rural areas while is responsible for producing 70 percent of the food in the world. Furthermore, this system encourages rural people to continue to live in rural areas. For this purpose, the public policies for the promotion of their strengthening and recognition are of paramount importance. The Article 14 of Law 11.947, which was promulgated by the Government of Brazil in 2009, establishes that at least 30% of the financial resources transferred from the National Education Development Fund (FNDE) to the States and Municipalities for the purchase of food to be distributed among the schools participating in the National School Lunch Program (PNAE) should be used to purchase food produced by family farmers and from rural family entrepreneurs or their organizations. Hence, it is important to analyze how this law is being implemented within the municipalities. This work was aimed to examine the implementation of this Law in the town of Jarinu-SP. Therefore, interviews were conducted with the actors engaged in the process of implementation of this public policy within local government. Only small numbers of farmers adhered to the law, due to factors ranging from the value of the program to the lack of
interest and information of family producers.
