THE ROLE OF THE STATE IN FOOD AND NUTRITIONAL SECURITY: CHALLENGES AND PROBLEMS OF SISAN

Abstract
The article shows the importance and challenges of the State, as an agent capable of implementing broad and comprehensive public policy tools that directly affect social inequalities directly and indirectly, through the analysis of the National System of Food and Nutrition Security (SISAN), in Brazil, from 2003 to 2016, a moment that characterizes its institutionalization. It discusses the role of the federal government in regulating the social policy of food and nutrition security, highlighting the promotion of well-being and the reduction of social exclusion. As methodological procedures, the dialogue with the specialized literature on food and nutrition security policy was carried out and data analysis from secondary and documentary sources was carried out. As a result, the text pointed out that it was possible to elaborate an articulated and large-scale and cross-cutting State project. However, it encountered challenges in its implementation and was partially relaxed before solutions could be implemented. But, in its fullest validity, it was a strong reducer of social inequalities. An important aspect regarding the challenges of SISAN were the difficulties in strengthening the state instances, for the support and education needed by the municipalities regarding adherence to the System. Another aspect was the practices of transversal management and federalization, under the consultative designs of social participation.
